The Law of 8 December 2025, which aims to renew the aid scheme for environmental and climate protection, amends the existing Laws of 20 July 2017 (establishment of a regional investment aid scheme) and of 15 July 2022 (aid scheme in the context of the greenhouse gas emission allowance trading scheme for the period 2021-2030).
What's new?
The renewal of the environmental support scheme is aligned with the country’s climate objectives, in particular through the introduction of investment aid for decarbonisation, the acquisition of zero-emission vehicles, energy efficiency, the production of renewable energy, the upgrading of heating and cooling networks and the circular economy.
By allowing the co-financing of energy infrastructure, the new aid scheme also helps ensure the security of Luxembourg’s energy supply and in particular the development of an interconnected hydrogen transport infrastructure.
Unlike the previous legislation, investments in assets that produce, consume or transport fossil fuels are excluded or strictly regulated.
SMEs benefit from easier access thanks to clearer rules and lighter treatment for aid below €100,000. The bill as a whole aims to accelerate the energy transition while preserving the competitiveness of companies.

Who is this webinar for?
The aid set out in the Law of 8 December 2025 is intended exclusively for companies legally established in Luxembourg, holding a business permit and carrying out projects related to environmental or climate protection.
